Trujillo ITEM 1. CALL TO ORDER ITEM 2. ACTION ITEMS
The four bids were within 4% of each other with qualified documents. The low bid sub contractors were verified and all are quality local bidders. The Fire Committee was asked to recommend to the full council the bid be awarded to the low bidder, Waide Construction Company of Roswell. This is the second building to be constructed with the $3,000,000 bond money approved by the voters last year. Adequate funds are still available for planned construction and remodeling of the balance of all stations. Mr. Larry Fry explained to the committee members that a small percentage of the interest proceeds would have to be refunded due to an IRS spending requirement. This clause requires that a specific percentage of Bond monies must be spent in a specified time frame. Mr. Dick Waggoner the architect and construction manager, advised the Committee the fire station had an eight month build period. He explained that Fire Station #5 (South Main & Gayle) should be completed about June of 2001, and Station #4 (RIAC) should be completed in August or September 2001. Councilor Gonzalez moved to recommend to the full council, the bid to be awarded to Waide Construction Company of Roswell. Councilor Magee concurred and the motion passed. The Committee expressed their appreciation to Mr. Waggoner and fire department staff for their efforts with the new stations. ITEM 3. INFORMATIONAL ITEMS RFP for Ambulance Services Apparatus Purchase Mr. Fry advised the Committee that he had contacted the New Mexico Finance Authority. Currently, the Finance Authority’s rates are at 5.452%. This cost would be compared to any other lease/purchase or financial institution rates we may be able to obtain. We would then determine which would be the most advantageous to the city. Mr. Fry explained the city fire department has the resource capability to purchase fire apparatus. The total amount of spending and the interest rate is unknown at this time. By receiving bids for the apparatus now and working with specific numbers, the city could determine exact apparatus costs and the interest rate proposed. At that time the city could ensure we have the dedicated resources in place to pay the indebtedness. Chief Trujillo clarified that funds for the annual payment would not be additional funding to the department. It would be funds that are already devoted to the department from the Public Safety Tax, and the State Fire Grant. The two programs combined generate approximately $325,000 annually. A portion of these monies would be directed to the annual payment. ITEM 4. ADJOURNMENT
